Unfortunate news. Our liaison to the goblins has confirmed that the Treasury is no longer in our hands. Every single knut belonging to the Protectorate was housed in a single vault kept in the lord protector's name. Harry Marvolo was the heir to that vault, and Harry left all his worldly belongings to Draco Malfoy.
There are back-up assets in place. Be assured, and assure everyone else, that you will still get paid.
Do not bring any more attention to this matter than necessary. Stick to the message: the Order and their supporters will eliminate magic for everyone who doesn't subscribe to their extremist view. I want one of the Ministry staff on the WWN later today describing what the null-zone feels like. Two or three members of staff, even better.
Reports requested below as necessary.

Dragons unreachable without assault and would lose all experienced handlers. Number and status unknown. Eliminates several of the most reasonable plans.
Original wards remain in flux. Deteriorating since death and destruction of monitoring apparatus in Mysteries. Continued reports of localized quakes, high seas, out of season weather. Fields of flowers in Kent one day; all newly germinated plants dead the next. Etcetera and so forth. Frequency appears to be increasing slowly.
Eliciting information from contacts about uncontrolled portions of the magical underpinnings. Will attempt to move the functions of the original wards to the Octoboros in the near future. All good plans require faith that various and sundry will act as they claim they will. Unilateral action without OpalEye and the dragons would require immense sacrifice. What's the O'Connor lad's status? Do you have the royal whelp at hand? If necessary, of course not as Plan α, but on the list. Ideally adjustments will be made on or before the solstice. Ideal, but not existentially necessary.
Another team working on a variant of HJ to mist over areas known to be under fidelius. General disruption to the traitors or Perpetual Rest extension.
Mysteries remains scattered but strong. No desertions from line of duty, barring those already noted: Strangeweale, B Bode, O Sinistra, S Snape.
Lucius appears to be keeping a deft hand on the WWN in these troubled times.

Those plans are far enough down the list, in case of direst need, that if it were to "bounce", very shortly none of us would care. Better plans might require a sample of the essence of both lines. Non-fatal samples, just for the sake of clarity.

Adjustments to our wards must be made. Should nothing be done to correct the aftereffects of his folly, we all face desolation and ruin.
All eleven points must be manipulated simultaneously. We don't control Dover. Someone, not us, controls Stornoway. The Order of Ashes, which she purports to represent, holds Dover. Either Dover and Stornoway must be taken without losing control of any of the others or a measure of trust in mutual need must be established while warping their options to those of our best interest. You know how this game is played. I've played on academics' petty fears and desires for decades longer than you've been alive.

Owl from Narcissa (in France), who claims that the Order "seized" the manor (a blatant lie) and kept Lucius captive in a null zone for 6 months (possibly true). Holes big enough to throw quaffles through, but Lucius' experience could lend credence to our position, were he to share it.

I'm rather loathe to extend any kind of acknowledgement. Lucius has his uses but I doubt either of them can be counted on to make the kind of serious sacrifice that's demanded at this crucial moment.

It may not be necessary to kill her in order to take her, but once taken, death will be inevitable. The question is whether you reserve the right to deliver it. I will defer to you, obviously, if you wish that.
